It was the City who called. It was just a big misunderstanding. Since Kenya isn't 80 lbs overweight and diabetic, one of our neighbors thought we weren't feeding her enough. We clarified everything, and Kenya was able to come home to us, the two dogs, and carrot sticks.
(I'm surprised at you, not remembering what our foster kid looks like!)
